DEKRA Certification Rule Compliance Commitment
本认证机构已知晓《国家认监委关于加强认证规则管理的公告》（认监委公告2025 年第9 号）的相关要求，并郑重作出如下承诺：
DEKRA Testing & Certification (Shanghai) Ltd. (hereinafter referred to as DEKRA) has been aware of the relevant requirements of the "Announcement of the CNCA on Strengthening the Management of Certification Rules" (Announcement No. 9 of 2025 of the CNCA), and makes the following commitments:
一、 本机构制定和（或）实施的认证规则具有合法性、合规性、真实性、完整性、科学性和适用性。
The certification rules developed and/or implemented by DEKRA are legal, compliant, authentic, complete, scientific and applicable.
二、 本机构制定和（或）实施的认证规则：
The certification rule developed and/or implemented by DEKRA:
（一） 不与国家法律、行政法规、部门规章、行政规范性文件和政策规定相抵触。
does not conflict with national laws, administrative regulations, departmental rules, administrative norms and policy provisions.
（二） 不与现行国家或地方相关行政许可规定相抵触。
does not conflict with the current relevant national or local administrative licensing regulations.
（三） 不与国家认监委制定或者会同国务院有关部门制定发布的认证基本规范、认证规则要求相抵触。
does not conflict with the certification basic norms and rules formulated by the CNCA or jointly formulated and issued with relevant Ministry of the State Council.
（四） 不与现行相关强制性国家标准相抵触。
does not conflict with the current relevant mandatory national standards.
（五） 不违背社会公序良俗和社会公共利益。
does not violate social public order and good customs as well as public interests.
（六） 在未经国家认监委统筹安排下，不备案涉及国家安全、政治组织、社会民俗、民族宗教等领域的认证规则。
does not register the certification rules involving fields such as national security, political organizations, social customs, ethnic and religion without the arrangement of CNCA.
（七） 不违反知识产权、保密相关规定。
does not violate relevant regulations on intellectual property and confidentiality.
（八） 不混淆制定、备案和使用产品、服务和管理体系认证规则。
does not confuse the establishment, registration and use of product, service and management system certification rules.
（九） 不违反全国统一大市场、公平竞争等原则要求。
does not violate the principles and requirements of the unified national market, fair competition, etc.
（十） 不违反国家认监委相关要求。
does not violate the relevant requirements of the CNCA.
三、 本机构对认证规则的制定和（或）实施承担主体责任。
DEKRA assumes the primary responsibility for the establishment and/or implementation of the certification rules.
四、 本机构欢迎社会各界的监督，并将积极回应投诉处理。
DEKRA welcomes supervision from society and will actively respond to and handle complaints.
五、本机构将定期对所执行和实施的认证规则进行持续改进与优化。
DEKRA will regularly carry out continuous improvement and optimization of the certification rules DEKRA developed and/or implemented.
